Humphrey Heylen is a Senior Associate at RBB Economics, based in London. He joined RBB in 2026 after having worked for over six years as a member of the Government Economic Service, including four years at the UK Competition and Markets Authority (CMA).
During his time at the CMA, Humphrey led the analysis and advised decision-makers on a large number of high-profile Phase I merger cases including Thermofisher / Olink, IBM / Hashicorp, and Vandemoortele / Delifrance. He has further experience in market investigations and antitrust cases.
His experience covers a range of sectors, including critical infrastructure, retail markets, software, and biotech.
He holds a BA in Philosophy, Politics, and Economics from the University of Oxford and an MSc in Economics from Queen Mary University of London.
